PETITION TO ENACT MEASURES AIMED AT MITIGATING SHOCKS ARISING FROM THE IMPACT OF COVID-19 FILED AT PARLIAMENT

The petition was filed by the National Co-ordinator of Youth senate Kenya. In the Petition, Mr. John Wangai asked the National Assembly to promptly enact measures aimed at mitigating shocks arising from the impact of Covid-19.

He proposed a raft of measures which inter alia include the following;
First, the committee on labour and social welfare to summon the Honourable Cabinet Secretary Hon. Simon Chelugui and the COTU secretary general Bro. Francis Atwoli to elucidate on the status of strict adherence to labour laws. He argued that labour laws were not being heeded to as many workers have either been let go or sent on unpaid leave without following the due legal process.

Consequently , he proposed enactment of a special tax bill which would introduce the relief measures geared at individual taxpayers, businesses, investments and with a view to increasing disposable incomes.

Also, he argued that the street families, the homeless, children’s homes, single mothers, People with disabilities, people with mental illnesses and all the vulnerable groups in the society be prioritized in emergency responses towards the spread , effects and the impact of Covid-19 pandemic.

President Uhuru Kenyatta constituted a 10-member board to oversee the soon to be established Covid-19 Emergency Response Fund.The board will play a key role in fostering the national response to the pandemic.

The board will be chaired by Jane Karuku and its members include acting Safaricom CEO Micheal Joseph, Equity Group chief executive James Mwangi, Dr Narenda Raval, KCB CEO Joshua Oigara and Absa Bank Kenya PLC managing director Jeremy Awori, Royal Media Services MD Wachira Waruru, Mohammed Hersi and Kenya Association of Manufacturers CEO Phyllis Wakiaga.

While Kennedy Kihara will be the secretary to the board, Uhuru has designated Interior CS Fred Matiangi and the Chairperson Council of Governors Wycliffe Oparanya as joint representatives of the government.

The principal object of the Fund shall be to mobilize resources for an emergency response towards containing the spread, effects and impact of the COVID-19 Pandemic.
